NH teacher charged with sexually assaulting girl at Mass. camp held without bail

NEWTON, Mass. — A New Hampshire special education teacher facing charges in Massachusetts for allegedly sexually assaulting a young girl was arraigned Wednesday.

Primo "Howie" Leung, 36, appeared in Newton District Court on charges that he sexually assaulted a young New Hampshire girl over two summers at the Fessendon summer program in Newton.

"Your honor, this man was approximately 32 to 33 years old when these incidents took place. The victim was 13 during the first summer. And 14 during the second summer when these incidents happened," prosecutors said in court.

Authorities say they discovered the abuse in the case as they were investigating Leung's alleged inappropriate behavior with another teenager, a Concord, New Hampshire high school senior.

In court Wednesday, prosecutors alleged Leung took steps to gain the trust of the victim's family by lavishing her with gifts including a laptop, shoes, and a weekend trip to New York with other students.

Authorities say the victim was an unpaid helper for Leung at the summer program. They allege during a game of manhunt with other students, Leung fondled and sexually assaulted the victim in the girl's dorm.

"She felt throughout the entire time, from seventh-grade until ninth-grade, that she had no control over what was happening. A lot of times he was aggressive with her, he did not physically hit her, but he was aggressively putting himself upon her. She felt degraded by him and had no choice in what was going on," prosecutors allege.

Leung is facing two counts of aggravated rape of a child and another count of indecent assault and battery on a child under 14.

He has been ordered held without bail.
