NH teacher faces fugitive charge in relation to sex allegations in Mass.

CONCORD, N.H. — A New Hampshire teacher was arrested on child rape charges from an alleged assault that happened in Massachusetts nearly four years ago, authorities announced Thursday.

Police began investigating Primo “Howie” Leung, 36, a teacher in the Concord School District, in February after "inappropriate contacts with female students" were reported to education officials in New Hampshire, according to authorities.

Leung faces two counts of aggravated rape of a child; indecent assault and battery on a child under 14; and indecent assault and battery on a child over 14.

Police allege Leung was involved in a sexual relationship with a minor from 2015 to 2016 when the victim lived in Concord and at a summer camp at the Fessenden School in Newton, Mass.

"He would take students from up here in Concord to go down and help him with the program and that is where some assaults did occur," said Concord Police Lt. Sean Ford.

According to court documents obtained by Boston 25 News, Leung was sexually assaulting the young girl at the overnight English immersion camp in Newton. Police say Leung would constantly touch the child inappropriately.

During a game called "Manhunt" - where the children would run through dark tunnels on the campus - police say Leung would try to grab her or get on top of her while she was hiding during the game. Police say Leung would even touch the girl when others could see.

The victim told police she was raped more than a dozen times over two summers.

"We've been provided no evidence in this case so until that happens, we can't really address the accusations," said defense attorney Jonathan Cohen, who is representing Leung.

The Fessenden School, which runs the camp, said it is "cooperating fully with investigators. We have confirmed that an updated background check of Mr. Leung was conducted last summer."

Concord Police said they are still investigating similar complaints they received. They have issued search warrants at Concord High School and Leung's residence.

In Massachusetts, Newton Police and the Middlesex County District Attorney’s office are working with Concord police detectives on the investigation. A warrant out of Newton District Court was issued.

Leung is currently being held in New Hampshire on fugitive from justice charge and is scheduled to be arraigned Thursday.
