Police make arrest after body found in burning car at Worcester cemetery

WORCESTER, Mass. — A man arrested in connection with a car fire at a Worcester cemetery was arraigned in court Wednesday morning.

Police arrested 56-year-old Steven Foley, of Northborough, Tuesday night at a hotel in Peabody on a charge of burning a motor vehicle. Police say he was hiding under a fake name and had $34,000 in cash and checks on him.

Investigators say a week ago Monday, Foley met Cynthia Webb at a Webster strip club. Court records show Foley left around 7 p.m. after spending the afternoon there, and Webb left a few minutes later, in a separate car. The two allegedly met an hour later in the parking lot of another strip club, then left together in Foley's car.

Around 8:30 the next morning, police found Webb's car burning in Hope Cemetery and her body was found inside the trunk.

Foley is a registered level 3 sex offender, according to the state's sex offender registry. He was convicted three times of rape in the 1980s, including twice for raping a child.

Foley pleaded not guilty to charges of burning a motor vehicle and malicious damage to a motor vehicle. He is being held on $250,000 bail. He is due back in court on Jan. 19, 2018.
