MassDOT to discuss RMV review of license suspensions at Wednesday meeting

MassDOT officials are expected to discuss the recent review of the Registry of Motor Vehicles out-of-state driver's license suspensions and how state-to-state notifications of driving violations are handled at a meeting Wednesday.

The issue came to light last month after it was revealed that the state failed to suspend the commercial driver's license of 23-year-old Volodymyr Zhukovskyy, who has been charged with vehicular homicide in connection with the deadly New Hampshire crash that killed seven motorcyclists.

Connecticut officials had twice notified the RMV that Zhukovskyy had been arrested for drunken driving, but the Massachusetts RMV failed to act on the notification that would have led to the suspension of his driving privileges.

The tragedy led to the discovery of thousands of unprocessed out-of-state violations that had been sent to the RMV that were found sitting in bins for over a year at its Quincy headquarters.

A memo released days ago from top RMV and transportation officials said there is no evidence the RMV had a consistent notification practice for out-of-state license violations.

MassDOT's review is one of many happening in the wake of the crash.

Gov. Charlie Baker's administration has hired an independent firm to do a monthlong review of RMV practices, and the Joint Committee on Transportation last week said it would hold an oversight hearing this month to dig into the question of why the RMV failed to regularly review out-of-state violation notices.

Wednesday's meeting agenda for MassDOT's Finance and Audit Committee says the RMV state-to-state records review will be among the topics discussed.
