TEWKSBURY, Mass. — An employee at an oil change shop in Tewksbury has been arrested after allegedly taking upskirt photos and videos of women.
Police say a customer noticed that 26-year-old Todd Mitchell of Lowell was taking pictures from the pit at Sooner Lube on Main Street.
Mitchell was charged with secret sexual surveillance and is scheduled to be in court on Tuesday.
