Out-of-state drivers owe more than $15 million in tolls from the Massachusetts Turnpike.
MassDOT says the $15 million comes from the new pay-by-plate system along the Mass. Pike.
This is a total of more than 456,000 out-of-state pay-by-plate accounts.
Out of the nearly $15 million, they can only force payment to get $2.8 million back from drivers.
This has to do with the agreements MassDOT has with New Hampshire and Maine.
