An internal investigation into a deadly 2023 motor vehicle accident involving suspended Massachusetts State Police Sgt. Scott Quigley has uncovered allegations of a deliberate cover-up orchestrated by a fellow trooper.
The report, authored by attorney and retired Judge Thomas Drechsler for Middlesex County District Attorney Marian Ryan, reveals that while most employees at the District Attorney’s Office were kept in the dark for years, a state police investigator allegedly pressured a colleague to take the truth to the grave.
According to the findings, MSP Sgt. Anthony DeLucia informed MDAO Director of Operations Scott Sarsfield in mid-2024 that Quigley’s blood alcohol level was 0.11 at the time of the Woburn crash.
DeLucia reportedly instructed Sarsfield not to repeat the information at that time and later issued a more ominous demand in February 2026, telling him to take what they had discussed “to the grave” after the details began to surface in court disclosures.
The investigation alleges a systemic failure by the State Police to follow mandatory notification protocols for serious or fatal accidents. Despite a 24-hour emergency line and specific reporting requirements, the DA’s office received no official word of the crash, and initial police reports falsely claimed that alcohol was not a factor.
Furthermore, a report from the Disabled Persons Protection Commission regarding the death of victim Angelo Schettino was sent to the MDAO in early 2024 but contained no mention of Quigley or police involvement, even listing the location of the incident incorrectly as Medford.
The investigator determined that prosecutors and investigators within the DA’s office were genuinely surprised by the revelations, finding no evidence that they were aware of the suspected impairment until a formal notification from State Police leadership in late January 2026.
While Sgt. Quigley was recently indicted for felony motor vehicle homicide, the report notes that DeLucia, who declined to be interviewed, remains assigned to the homicide unit as the State Police continue their own internal probe.
