Man charged with murdering woman found in burning car at Worcester cemetery

WORCESTER, Mass. — A sex offender charged with burning a motor vehicle in a Worcester cemetery has now been charged with murdering the woman found in its trunk.

Steven Foley, 56, will be arraigned on a murder charge connected to the woman found dead in the trunk of the car.

Police arrested Foley in December at a hotel in Peabody on a charge of burning a motor vehicle. Police say he was hiding under a fake name and had $34,000 in cash and checks on him.

The burned out car was found in Hope Cemetery in Worcester with the burned body of Cynthia Webb, 60, in the trunk, according to investigators.

Foley is a registered level 3 sex offender, according to the state's sex offender registry. He was convicted three times of rape in the 1980s, including twice for raping a child. He pleaded not guilty to charges of burning a motor vehicle and malicious damage to a motor vehicle last year.
