Police: Toddler found passed out on sidewalk likely suffered heroin overdose

PORTSMOUTH, Ohio — The parents of a child in Ohio who was found passed out on a sidewalk after midnight Wednesday have been arrested and charged with child endangerment.

Portsmouth police said the child, an 18-month-old girl, likely suffered a drug overdose, though initial toxicology reports are inconclusive, according to WBOY. The toddler was found unconscious and had difficulty breathing when she was found by a passerby, who flagged down police. In the meantime, Jason Bolden, 41, identified as the father of the girl, had put her in a vehicle and was headed to a hospital.

Police found the girl's mother, Brandy Estep, 26, in a nearby apartment, suffering from a suspected heroin overdose. Estep was transported to a hospital for treatment.

The child continues to receive medical treatment. Both parents were arrested on felony child endangerment charges.
