BOSTON — A Quincy man is being charged with an OUI for the 5th time after being accused of fatally hitting another man with his car.

Officials responded to reports of a crash at around 8:30 p.m. on Saturday in the area of Quincy Avenue at Southern Artery involving a car and a wheelchair.

Police say David Bowering, 78, was arrested on scene after he allegedly hit 72-year-old James Bouchie while he was crossing Quincy Ave while on a wheelchair.

After being hit by the gray Kia Sportage, Bouchie was sent flying into the air. He was transported to South Shore Hospital where he later succumbed to his injuries.

One witness told police they saw the driver put his car in reverse and run over Bouchie a second time.

Those who knew Bouchie say they are saddened and outraged to learn why their fellow neighbor won’t be coming back home.

“I said to him, ‘Jim, be very careful because you never know with these people out here today,” said Carol Bertino, a neighbor.

They told Boston 25 he had headed out to go shopping around the corner when he was killed.

“Everybody knows Jimmy, we call him ‘Hell on Wheels,' he’s just everywhere on his wheelchair,” said Jane Collins, a neighbor.

Witnesses say Bowering got back behind the wheel and tried to drive off after hitting the victim, but a bystander stopped him from getting away.

Bowering is being charged with OUI liquor (5th offense) and motor vehicle homicide OUI liquor. He was arraigned in Quincy District Court on Monday and is being held pending a dangerousness hearing on Friday.

Authorities are actively investigating this incident.
