STOUGHTON, Mass. — Boston 25 is taking a closer look at the town of Stoughton’s governing process after residents at Thursday night’s select board meeting continued to ask what happened to police chief Donna McNamara.

Select board members told Boston 25 McNamara remains police chief, but that the acting chief has stepped in to handle day-to-day responsibilities of the Stoughton police department.
The change raises new questions about the difference between a temporary assignment and a formal appointment.
The town charter states that the town manager is responsible for carrying out the policies and plans set by the select board. The town manager also has the authority to make appointments to offices, boards and commissions, unless that power is specifically assigned elsewhere by the charter or state law.
Barrault tells Boston 25 they will respond to what they’re calling a lack of action from the town.
Boston 25 tried to reach Acting Deputy Chief O’Connor on Friday; we were referred to Town Manager Calter, who has declined an interview and comment several times.
