NIAGARA COUNTY, N.Y. — An officer who rescued an abused puppy from a backyard will be adopting it.
Hemi, a 6-month-old puppy, was found emaciated, dehydrated and barely able to walk, WKBW reported. He and another dog were seized after an anonymous caller reported the abuse.
“It’s heartbreaking to think that Hemi is just a baby and this terrible treatment is all he knows, but we assure you that his life will be better from here on out,” the Niagara County SPCA said in a release.

Hemi’s back leg was swollen and bruised to the point where an officer had to carry him. The other dog could not put pressure on its leg.
