Lowell PD: Shelter in place lifted, suspected murderer still on the run

LOWELL, Mass. — Officials are actively searching for an "armed and dangerous" man who they say killed a woman in Lowell Thursday.

The DA’s Office tells Boston 25 News a woman was killed inside a Lowell apartment complex on Stevens Street. Officials say a 51-year-old Ross Elliott shot and killed a woman while a child and other adults were inside the apartment. The child is safe and in custody.

Elliott fled and is considered armed and extremely dangerous, said police; officials warn the public to not approach him and instead call 911 immediately. They are currently searching an area a few blocks down the street from the crime scene.

People who live in the area were told to shelter in place for more than 12 hours.

“I was told the cops were banging on the door and someone was screaming don’t go near the door,” Claira Nigro said. “He told me to take that table and lay it across the door is weighs 20 pounds and I laid it across the door and hid myself my in the bathroom.”

Police said that around 4:30 p.m. Elliott was spotted on Barton Ave. At that point he pointed a handgun at the resident who saw him and fled on foot.

Officials say Elliott and the victim, in her 40s, knew each other and while they are not going into details on their relationship, they are saying the incident was domestic in nature.

The woman’s identity has not been released yet.

Just before 11 p.m., Lowell police said their ground search in the Highlands area had ended, but because Elliott had not been found extra patrols would be in the area.

Earlier Thursday morning, there was a SWAT presence at a home on Gorham Street. Police said that scene was related to the shooting, but did not say how.
