WPRI-TV reports that Massachusetts-based High Rock Development bought Providence's Industrial Trust Building in 2008. In 2013, Bank of America moved out. City officials say the value of the state's tallest building has dropped from $31.3 million to $14.2 million.
High Rock sued Bank of America, claiming the company allowed the 90-year-old skyscraper to fall into disrepair.
Gov. Gina Raimondo says the 26-story structure is hard to fill because of its age and because of its renovation needs. She says Citizens Bank considered moving in before deciding to build its corporate campus in Johnston.
It's called the Superman building for its similarity to the Daily Planet headquarters in the old TV show.
