The 40-member chamber is working its way through the last of the proposed amendments to the spending plan and hopes to wrap up work on the budget Thursday.
The budget would increase overall state spending by about 3% over the current year, with no increase in taxes most residents pay.
Among the amendments approved Tuesday was a proposal to provide training to teachers to help make sure every child has access to civics education.
The budget must be reconciled with a version passed earlier by the House before it can be sent to Republican Gov. Charlie Baker, who will have ten days to issue vetoes.
The new fiscal year begins July 1.
