Despite the arrests, Everett police Chief Steven Mazzie said his department dealt with "very limited problems" at the $2.6 billion Encore Boston Harbor that opened Sunday.
One person was arrested for disorderly conduct and one was charged with trespassing for returning after being asked to leave.
State police say they also helped Wynn Resorts security personnel with smaller issues, including minors on the casino floor, arguments and crowd control.
An Encore spokesman says about 5,000 people were waiting in line for the opening and visitation was steady throughout the day.
