Man's lewd behavior caught on police camera leads to arrest

HANOVER, Mass. — A Somerset man was arrested for allegedly repeatedly exposing himself in a local park.

The case started when Hanover Police received a tip from a dog walker that a man was acting suspiciously, and perhaps not wearing any pants, along a trail by Forge Pond Park.

Detectives mounted a camera along the path, which captured a man walking on two occasions naked from the waist down.

Last week, two officers hiding in the wooded area spotted the suspect, 60-year-old Allen Costa, said police. He was walking wearing a "black coat and t-shirt only, and gray sneakers, who had no pants or underwear on," said the police report. Costa's genitals were, "completely exposed, which he was holding in his hand," said police.

When officers approached Costa, they said he didn't get down as ordered, so they had to use pepper spray to make the arrest.

FOX25's Robert Goulston went to Costa's Somerset home with the court documents and his wife told FOX25 that she had no idea he was arrested.

Costa's manager told FOX25 he had no idea what was going on, and our cameras caught Costa speeding away as police arrived at the business.

Neighbors say Costa is married and has two grown children, but they didn't know him well.

"I was kind of surprised. I didn't know there was someone 60 years old living there," Paul Boucher said.

People who use Forge Pond Park are concerned because there are usually many children in the area.
