Lawrence man indicted for manslaughter in death of 13-year-old girl

LAWRENCE, Mass. — An Essex County grand jury indicted a Lawrence man for manslaughter in the death of a 13-year-old Amesbury teen who was dropped off at a hospital without a pulse.

Carlos Rivera, 47, was indicted for involuntary manslaughter in connection to the death of Chloe Richard as well as additional rape charges and human trafficking.

Investigators said Rivera had given Ricard drugs and then dropped her off at a local hospital right before she was pronounced dead. Rivera is accused of giving her cocaine and sexually assaulting the 13-year-old inside his Lawrence apartment.

Rivera was also allegedly accompanied by a 16-year-old girl when he dropped off Ricard at the hospital. Investigators said the two spent the night at his apartment.

In June, Rivera was charged with aggravated rape of a child, two counts of indecent assault and battery on a child under 14, indecent assault and battery on a person 14 or over, two counts of distribution of Class B drug to a minor and distribution of a Class A substance.

On Thursday, 12 of the 19 indictments against Rivera were new charges, and the seven remaining ones were existing charges that were re-indicted.

The new indictments charge Rivera with involuntary manslaughter, 4 counts of aggravated rape of child, rape, and 6 counts of human trafficking.

The Essex County DA's office said Rivera victimized three adult women and seven girls under 18 (including two underage girls who were alleged victims in the original indictments) from late 2013 to May 2019.

Rivera is set to be arraigned on Friday in Salem Superior Court.
